Many food plastic packaging materials in the market are difficult to meet the national requirements for food safety, health and environmental protection. In recent years, the sampling qualification rate of packaging bags in various places is generally low, with the qualification rate of only 50~60%. The main reason for the disqualification is that the benzene residue exceeded the standard. Recently, CCTV broadcast the Lanzhou "toxic milk powder" event in the "quality report". Due to the toluene xylene solution residue exceeded the standard, the disqualification rate of food packaging bags was as high as 50%. Benzene solvent is highly toxic. If it penetrates into the skin or blood, it will endanger human blood cells and hematopoietic function with the blood, damage human nervous system, and lead to leukemia. FDA of the United States lists it as a carcinogenic chemical. Therefore, the United States, Western Europe, Japan and other developed countries expressly prohibit the use of benzene solvents in food packaging and printing. On the contrary, there is no clear regulation in China. In the production of food packaging films and bags, benzene (toluene, xylene) solvents are widely used as solvents for inks and adhesives, and there is no management and supervision. At present, the relevant departments have made up their minds to strictly manage them

1. In terms of industry management, the enterprises engaged in food plastic packaging are not included in the scope of food industry health management. As a result, when these enterprises produce plastic materials for food packaging, they are the same as the production of products for industrial, agricultural and other purposes. There are no regulations and controls on health and safety, such as production environment, personnel health, selection of raw materials, production process control There are no special or specific requirements for product inspection and detection methods, and the safety and health are out of control

the industry has not established an authoritative monitoring system, established testing items and carried out regular testing. The reason why benzene solvents exceeded the standard this time was due to the exposure of smelling and smelling odors in the residues and the media exposure. 2. The standard lags behind the development of production. With the development of production and products, many standard detection methods are disconnected from production, unable to be refined and lack pertinence. For example, at present, the solvent residue in China's food packaging plastic materials is required to be less than 10mg/m2, but it is not clear what kind of solvent it is. The recommended standard requires that the toluene residue be less than 3mg/m2, which also lags far behind the requirements of developed countries in Europe and the United States. At present, the items regularly checked by quality inspection institutions at all levels are based on gb10004 national standard for cooking resistant packaging film formulated in 1991 and qb1871 industrial standard for two-way Stretched Nylon and polyethylene composite film formulated in 1993. It has greatly lagged behind the current production practice. Even so, the overall pass rate of the current inspection is only 50 ~ 60%, and the quality work can no longer be delayed

3. There is no mandatory access system and effective elimination mechanism. In recent years, the food packaging plastic material industry has developed rapidly, and a large number of small and medium-sized enterprises have poured into this industry. However, there are no access requirements for health and safety in the industry. In the face of fierce market competition, there are only cost indicators, but there are no health indicators at all. The survival of the fittest has nothing to do with the health and safety of materials. In addition, the majority of consumers do not have the right to know whether it is good or bad, so they cannot really eliminate the fittest through the sample inspection of the majority of consumers and the strength of the market mechanism, so as to promote the improvement of the health quality of plastic packaging materials

For production enterprises, in the face of fierce competition, many enterprises unilaterally pursue "efficiency", cost, give up the requirements of safety and health, and give up the sense of society. Many representatives believe that for many enterprises, it is technically feasible. At present, it is not a question of whether they can do it or not. It is also one of the important reasons for the current hygienic quality problems of products

the delegates believe that solving the quality and health problems of food packaging is the top priority of the industry. This work is related to the health of the people and the benefit of future generations. Doing this work well can further promote the improvement of the production technology level of the industry and embark on the track of healthy development of waste plastic particles. Therefore, all units have devoted themselves to this work and implemented the "people-oriented" concept into the production of food packaging materials. At the same time, it is also suggested that the relevant departments do the following work:

In view of the current problem that benzene residues in some food packaging exceed the standard, many enterprises suggest that the relevant departments of the state expressly stipulate that benzene solvents and benzene solvent inks, adhesives and other chemicals are prohibited from being used in food and drug packaging materials from X, 2006. Actively promote the use of solvent-free, water-based and alcohol solvent processes. Some enterprises believe that there are too many small and medium-sized enterprises in the industry, which are uneven. It is suggested that the association should take the lead to formulate self-discipline norms for the industry, and solve the problem through self-discipline of enterprises

at the same time, hazardous heavy metals and other substances harmful to human health must also be controlled and prohibited

2. Accelerate the formulation and revision of the standards for food packaging plastic materials, and refine the classification of the standards according to the classification guidelines. Some representatives suggested that the standards of the European Union or the US FDA should be referred to

It is suggested to establish management regulations for food packaging plastic materials industry as soon as possible, and bring the food plastic packaging industry into the scope of food and drug hygiene management. A feasible access system shall be established for enterprises, and clear requirements shall be set for the sanitary conditions, personnel health requirements, selection of raw resin and auxiliary materials, control of production process, product testing, after-sales service, etc. On this basis, it is suggested that hac-cp, the internationally recognized most effective and economical food safety management system, be introduced as a mandatory market access system for packaging materials in direct contact with food. At the same time, raw material manufacturers should also be demonstrated according to FDA

4. Accelerate the establishment of an authoritative monitoring system. At present, when conditions are not ripe, urge manufacturers to provide complete detection means for long-term monitoring of the whole production process.
