On January 5 this year, the Ministry of environmental protection issued the Interim Provisions on the administration of permits promised by large groups of polluters, which has also become the first normative document for the administration of pollutant discharge permits in the country. At the beginning of this year, Chen Jining, Minister of environmental protection, pointed out in the deployment of this year's key work at the national environmental protection work conference that the implementation of the pollutant discharge permit system will be accelerated and a simplified and efficient fixed source environmental management system with pollutant discharge permit as the core will be formed as soon as possible. By June 30 this year, we will complete the application and issuance of emission permits for enterprises in the thermal power and paper industries, and carry out environmental supervision and law enforcement according to the permits. By the end of 2017, we will complete the issuance of emission permits for enterprises in key industries and industries with overcapacity under the ten articles on atmosphere and water. We will promote the pilot project of emissions trading for elevated sources in Beijing, Tianjin and Hebei. In recent 20 years, according to the implementation plan of pollutant emission control permit system, all pollutant discharge units can only have legal pollutant discharge certificates on the premise of obtaining pollutant discharge permits. Enterprises and institutions should apply for the pollutant discharge permit in time, promise to discharge pollutants in accordance with the provisions of the permit and strictly implement it. At the same time, they should strengthen self-monitoring, self disclosure, and consciously accept supervision. If the discharge situation is inconsistent with the requirements of the pollutant discharge permit, they should report to the environmental protection department in time
